Project Information

The 227.2 km Abuja-Keffi-Akwanga-Lafia-Makurdi Expressway, developed under the Highway Development and Management Initiative (HDMI) by the Federal Ministry of Works, is a key economic corridor. It enhances accessibility, promotes trade, and connects major food production states in the North Central and North East regions.

The O&M Concession for the Expressway was granted to China Harbour Nigeria Operation and Maintenance Company Limited (CHOMC). Officially commissioned on February 4, 2025, the operations and maintenance commenced on February 5, 2025.

Scope of the O&M Concession

  • Tolling Operations: Management of tolling facilities, including Electronic Toll Collection (ETC) systems, to facilitate seamless and efficient toll operations.
  • Weighbridge Operations: Oversight of weighbridge facilities to enforce axle load regulations and protect road infrastructure.
  • Toll Plaza and Roadway Maintenance: Execution of toll plaza maintenance, traffic management, route safety patrols, incident and emergency management, towing and recovery operations, ambulance services, and refuse management along the expressway.
  • Emergency Response Coordination: Ensuring a rapid and effective response to incidents in collaboration with relevant governmental authorities to minimize traffic disruptions and enhance road safety.
  • Security and Access Control: Prevention of unauthorized use, encroachments, or illegal activities along the corridor in coordination with law enforcement agencies.
  • Public Relations and Stakeholder Engagement: Establishment of a public relations unit to handle feedback, suggestions, and complaints from road users, government agencies, the media, and other stakeholders.
  • Operational and Administrative Systems: Management and maintenance of all communication, control, and administrative systems essential for the efficient operation of the project.
  • Infrastructure Development Coordination: Collaboration with the Federal Ministry of Works (FMW) to facilitate the implementation of open spaces and trailer parks.
  • Revenue and Asset Optimization: Coordination with the FMW for the development and management of advertising assets and telecommunication facilities along the expressway.

The expressway features four (4) toll plazas strategically located along the route:

  • Km 32 – Garaku Toll Station (10 lanes)
  • Km 86 – Aboshon Toll Station (8 lanes)
  • Km 151 – Giddan Waya Toll Station (8 lanes)
  • Km 212 – Makurdi Toll Station (8 lanes)

The toll plazas are designed to process all classes of vehicles in accordance with the Approved Federal Roads and Bridges Tolling Policy. Toll payment is cashless, utilizing:

  • Point of Sale (POS) terminals
  • Electronic Accounts (E-tags and Smart Cards)

Vehicles exempt from tolling are processed in compliance with the Federal Roads and Bridges Tolling Policy.
Tariffs for each vehicle type are applied in accordance with the Official Gazette published by the Federal Government.
